    The campaign's justification for appealing the Advisory Agency's April 15, 2026 approval of the tract map. It argues the City cannot rely on its claimed CEQA statutory exemption under Public Resources Code section 21080.66 to skip the Subdivision Map Act's own required findings, and that the findings on General Plan and Safety Element consistency, on environmental and wildlife habitat damage, and on serious public health problems are not supported by substantial evidence. The core is the absence of any corridor evacuation capacity analysis on Ventura Boulevard and 1.5-foot setbacks where state fire safe regulations require 30 feet.
